Origin: Riku's gun blades were given to him by his adoptive father Rai, who was a master in using them. He taught Riku how to use them to the best of their ability.

The same speed as a bullet is denied, I believe. At least that was what Cut said. Just put more emphasize on the fact that it is not as fast as a real life bullet and can be dodged because we are not allowing guns to fire at the speed of real life guns.
